Eastbound H-1 Improvements Between Ola Lane Overpass and Likelike Highway Off-ramp

Overview

This project, commissioned by the Hawaii Department of Transportation (HDOT), has a dual objective: enhancing safety and alleviating congestion along the eastbound H-1 corridor spanning from the Ola Lane overpass to the Likelike Highway off-ramp. It seeks to achieve this by eliminating the center-lane merge from H-201 east of Ola Lane into H-1, as well as expanding both lanes and shoulders along this specific stretch of the H-1 highway. Furthermore, improvements will be made to the Gulick Avenue overcrossing to facilitate improved traffic flow on the H-1.

Project Limits

H-1 Eastbound

The impacted H-1 corridor encompasses the eastbound lanes stretching from the Ola Lane overpass in the west to the Likelike off-ramp in the east. Throughout the project’s duration, both shoulders will remain closed, and intermittent lane closures will occur during non-peak hours. Additionally, there will be two days when this segment of the H-1 will be entirely shut down. 

Gulick Avenue

Major work is also scheduled to take place on Gulick Avenue, in front of Kalihi-Waena Elementary School.  This will involve lane narrowing, shifting, and occasional lane closures during construction phases.

Improvements

H-1 Widening

Widening the roadway on this segment of the H-1 will facilitate the removal of the center lane merge from the H-201 into the H-1 and allow the broadening of all eastbound lanes, alleviating congestion and enhancing safety.

Gulick Avenue Overcrossing Enhancements

Improvements to the Gulick Avenue H-1 overcrossing will include extending the abutments on either side of the roadway by approximately 15.5 feet, in-filling a wall above the existing median, and increasing the bridge’s vertical clearance by 6 inches.    

Schedule

The project is scheduled to begin on January 2, 2024 and continue until December 2025.

  • Working hours along the H-1 corridor will be 8:00 PM to 4:30 AM Sundays through Thursdays, and 8:00 PM to 7:00 AM Fridays and Saturdays.
  • Work along Gulick Avenue will occur Mondays through Fridays between 7:00 AM and 3:00 PM. 

During construction operations, traffic lanes may be closed to the public in various locations within the project limits to allow the Contractor to perform their work. This may cause a slowdown in traffic within the construction area. Motorists are advised to drive with caution and observe all posted warning signs, barriers, and traffic control devices. Honolulu Police Officers will be posted according to approved traffic control plans to assist the Contractor in ensuring smooth traffic flow during construction operations.

  • During the initial phase of the project, workers will be relocating utilities and installing a new lighting system along the H-1 corridor.
  • Along Gulick Avenue, the Contractor will be relocating existing electric lines to temporary locations and making associated infrastructure adjustments to accommodate further construction.

H-1 Corridor
  • There is a 24-hour closure of the Eastbound shoulder near Ola Lane overpass. Please proceed through this area with caution.
Gulick Avenue H-1 Overcrossing
  • There will be a single lane closure on Gulick Avenue, between 8am and 4pm, Monday through Friday. Please proceed with caution.
